Captain Bill Cones was raised on the Outer Banks where a lifelong love for the water turned into a full-fledged career in watersports. With over 20 years of experience in jet ski rentals and tours to sailing instruction and boat operations, he brings a seasoned understanding of safety, along with a genuine knack for taking care of folks.
Captain Bill personally runs parasail trips, keeping safety tight and the atmosphere light. With his easygoing nature, quick humor, and a few good local stories, he turns every outing into something special—never rushed, never ordinary, and always done right.
When he’s not working, you’ll find Bill out on the water kiteboarding, boating, or spearfishing, living the very lifestyle he shares with his guests. His world revolves around his family, his craft, and his loyal dog, Bro, who’s either by his side or waiting for him to come back ashore.

Parasail Operations
Captain Wiley has been working on the water since 2002 and has been a licensed captain since 2007. He has over a decade of experience operating parasail vessels across Michigan, Washington, and North Carolina, gaining extensive experience in a multitude of environments.
In addition to parasailing, he has operated jet boat tours on the Columbia River and executed fishing charters in Michigan and Key West.
He brings an elite level of professionalism to every operation, with a strong focus on safety, efficiency, and delivering a smooth, enjoyable flight experience. Wiley’s background in high-volume marine operations allows him to adapt to changing conditions while keeping each trip consistent, controlled, and fun.

Arrive at least 45 minutes before your scheduled time. The boat leaves promptly at the scheduled time, and late arrivals get left behind.
Check in at Outer Banks Adventures. After check-in, you take a short drive (about 8 minutes) to the parasail boat location.
Each flight has a strict combined maximum of 450 lbs. Minimum and maximum weight ranges vary by daily conditions, and the captain makes the final call on acceptable weight combinations for safety.
