No. The lower level is sheltered from the elements but is not heated. Dress warmly for the winter seal watching cruise and bring binoculars for viewing from a distance.
Park free in the "Walk on Passenger Parking Lot" at the second entrance to the Lewes Ferry Terminal, not the toll-booth entrance. Walk across the grass lawn to the pier entrance near the playground, then find the vessel and crew at the end of the pier. You do not need to enter the terminal building.
