- For vessels powered by 10 horsepower or more, operators born on or after January 1, 1988 must have passed an approved boater safety course. Bring photo identification and a boater safety identification card issued by the Florida Fish and Wildlife Conservation Commission. An exemption applies if someone aboard is either unaffected by this law or at least 18 with a boater education identification card. That person must supervise and take responsibility for safe operation and any violations
