The Chilkat Bald Eagle Preserve was established by the State of Alaska in 1982, created specifically to protect the critical habitat that makes this stretch of the Chilkat River valley so remarkable. A unique late-season upwelling of groundwater prevents the river from freezing completely, allowing chum and coho salmon to linger well into winter and providing a reliable food source that draws bald eagles from across the Pacific Northwest and interior Alaska.

The preserve runs along Haines Road between Haines and the Canadian border, making it accessible by car without a backcountry permit. Pullouts along the highway offer unobstructed views of the Council Grounds, the most productive eagle-watching area. Guided wildlife tours and photography tours depart from Haines and give visitors expert guidance on reading eagle behavior and finding the best vantage points.

Beyond the eagles, the valley itself rewards slow attention. Moose wade through the shallows, wolves and coyotes sometimes cross the gravel bars, and the mountain backdrop of the Chilkat Range frames every view. The nearby town of Haines offers lodging, guides, and warm meals after a morning in the cold river air.
